What do I need to get a Library Card?
Card Registration- Adult and Seniors (Aged 18 and Over)
- To receive a card free of charge, applicants must be aged (sixty-two) 62 and over or reside, own property, work, or attend school in Pope County.
- Applicants who do not qualify for a free card will be charged a yearly fee of fifteen dollars ($15.00).
- Applicants must fill out a registration card completely and provide a photo id with current mailing address.
- If the mailing address on the id is not current, the applicant must provide one of the following:
- Utility bill, bank statement, vehicle registration, or insurance bill that shows patron’s name and mailing address
- Official government mail or document
- Or if no other proof is available, a PCLS postcard mailer can be provided
- Applicants must list their physical address on the registration card if it’s different from mailing address.
- New patrons may check out two (2) items at the time of application. Once they return those two items and have their account in good standing, they are then allowed the same privileges as everyone else.
- Cards expire after one (1) year.
- To ensure all account information is current and accurate, PCLS will verify the patron’s address, phone number, and email address each year. Once the information has been verified, the registration is extended to another year.
How old do I have to be to get a card?
Any age can get a library card. A juvenile (17 years old and under) may apply for a library card under their parent or guardian:
- The parent or guardian must provide their ID and proof of address as listed above.
- For a juvenile card, the child's name and birth date is listed on the registration instead of the parent or guardian's.
- The parent or guardian must print their name clearly beneath the signature line.
- Both the parent or guardian and the child, if able, should sign the registration card.
- Juvenile cards do not incur late fines.
- New juvenile cards may check out two (2) items at the time of application. Once they return these two items and have their account in good standing, they are allowed the same privileges as everyone else.
- Cards expire after one (1) year and are subject to the same renewal terms as adult cards.
- Juveniles may check out any item available in the library. We encourage parents or guardians to guide and monitor their child's material selection.
- Because juvenile cards are not fined, adult's using their child's card to check out materials may only choose items catalogued as YA age level and below.
- The adult is the one responsible for handling damage or replacement cost.
How old do I have to be to get an ecard?
At this time, to get an E-Card, you must be 18 years or older.

What kind of card do I need to use the computers?
Anyone with a temporary or established card can use our computers.
If you do not have a card with us, we can create a free Internet Card for you. These are good for a year and are only for computer use.
To get one, all you need to bring in is a valid ID or driver’s license. It does not have to be an Arkansas ID.
How much do fines cost?
Late fines will not be imposed on juvenile or senior citizen accounts. Because juvenile accounts are not fined, adults cannot use their child’s juvenile account and library card to check out materials catalogued for adults.
Items are charged at $0.25 a day; $5.00 maximum per item. All items that are lost or damaged beyond repair must be paid for by the patron.
PCLS does not accept replacement copies of materials in lieu of payment.

Can I print something at the Library? Can I fax or scan something?
Yes, yes, and yes!
Our printer is available for patron and non-patron use. Staff is more than happy to help anyone use the printer.

Can I get something notarized at the Library?

When and where are Library board meetings?
Library Board Meetings are at 4:00 pm the third Wednesday of the month, January through November. A list of all regular meeting times can be found on our Library Board page.

Does the Library have a meeting room? Can I hold a meeting there?
At this time, we do not have any meeting rooms. However, you are welcome to hold a meeting inside the Library. Unfortunately, we cannot guarantee a quiet or private space.
How can I request for an item to be added to the Library’s collection?
We have an option to request items on our Library Catalog!
Once you’ve logged in, simply go to “My Account”, where you’ll find a tab called “Reserves / Requests”. There you will find a form you can fill out to let us know if we’re missing something.
Inside the library, you can also ask the staff and we will be happy to take your requests.
I have a card. How do I access Libby?
On your Libby app, choose “Add Library”. Look for Pope County, and make sure it’s for Russellville, AR. Our Library is called “ArkansasLibrary2Go”.
Once there, you should be able to log in. Your account number will be the number found on the back of your library card–the WHOLE number. Your password should be the last 4 digits of your phone number without any spaces or dashes.

Why does Libby say I’m unable to access my account?
Your account has likely expired! Please call the library at (479)968-4368 or come in to the Library to renew.
Does the Library do inter-library loans?
Yes! InterLibrary Loans are how we loan out books, audiobooks, or DVDs that our library system does not have. We loan them from other libraries in the United States.
Loans last for two (2) weeks instead of the typical three (3) weeks, and patrons have about a week to come pick them up. Patrons can have three (3) at a time. Items have to be released six (6) months or longer to be eligible for consideration.
If InterLibrary Loans are lost or returned damaged, or are returned excessively late, patrons may not be able to receive loans in the future. Items lost or damaged will be charged to the patrons account in the amount that the loaning library charges.

Can I reserve an item online?
Yes! To reserve an item online, you need to go to our Catalog and sign in to your account. From there, you can search for whichever item(s) you’re looking for. Once you click on it, it will bring up that item’s record in our system.
On top of the record, there will be a button that says “Reserve This Item”. All you have to do is click that, and we’ll take care of the rest! Once we have the item for you, we will call, text, or email you to let you know it’s waiting for you in the Library.
